In brief, LOLER and PUWER are often grouped together because they can overlap. Both sets of regulations apply to workplace equipment and include duties and requirements regarding inspections and installation.
However, LOLER only applies to lifting equipment. PUWER applies to all equipment.
You may believe that if you are already complying with PUWER legislation (covering inspections, installations, maintenance & suitability of work), you may not be required to show that you comply with LOLER. However, LOLER includes extra requirements specifically relating to lifting equipment.
